Is it easy to take the dash forward to check the clock wiring at the back.
what could be the problem with the rev counter? All other electrics, switches and fuses are working fine.

I don't think the dash is original to the car either so how hard it is to remove is difficult to say. Remove both the air vents, the fixings for both original and aftermarket dashes are usually behind them. Original dashes are bolted down to the dash rail behind here and aftermarket ones tend to be fixed with large U clamps that you get to through the vent hole. There is also a centre fixing usually accessed through the stereo aperture.
The problem with the rev counter, as I mentioned above is most likely to be lack of power. It has a seperate connector at the fuse box from the rest of this circuit so check that all the Light green/orange wires at fuse #3 are connected and the plugs aren't damaged. If that looks fine then check that there are two white/black wires connected to the coil negative terminal and there isn't one that's come away.

This was a few years before the Cooper got a similar type full width dash.
But if your wipers don't park by themselves, then as Dan suggested, replace the wiper motor park-switch as that can cause problems on that circuit and upset the rev counter and other instruments, or in extreme cases cause an electrical fire.
But also make sure the coil connections are tight.

Really? I'm a little surprised it was that early as a standard fit. I should have known better since my Grandad made all of Rover's Mini dashboards up to 1996! I thought the first car it was standard fit on was the British Open classic and that it didn't spread across the range until the next years model.
No the British Open Classic just got the standard 2 pack instrument pod (no rev counter).

I don't know if it helps but my friends 93 cooper had a full width walnut dash with a single clock above the stereo hole.
Aftermarket though I'd say?
The first Rover Cooper to get the full width dash was the 1994 Monte Carlo LE.
