Spi Only Runs At Full Revs

Ive got a 94 Cooper Spi bought as non runner with manifolds loose, fastened it back together and when it starts it will only run at full revs, put a good injection unit/ manifold on and still the same. Put carb on instead and ran fine, realy want to use Spi so has anyone any ideas as to the problem

throttle postion sensor on the injector unit?

I thought it was, but i put a different complete unit on and the same thing happened, so ??

Where is the throttle when the engine is running full revs? has the throttle cable been fitted correctly and have you checked for air leaks, it wont run that high if there isnt air, the air has to be coming from some where.

Narrow that down and that should give us an idea what the problem might be
