There is an open source program (free) that is essentially Photoshop called Gimp and I'm not making it up!

I have both Gimp and Photoshop. I prefer Photoshop as I know my way around it but Gimp does mostly the same things and it's free.

I hope that's what you meant when you asked if there was any cheap programmes out there??
