Can Not Rev Above 3000 Rpm

car: 1994 single point injected 1.3 Rover Mini

Problem: Engine can not rev above 3000 and can smell unburnt petrol from the exhaust. my friend has cleaned the throttle body, injector, all sensors including the O2 sensor. Have checked all pipes and even replaced the ECU. please help.

Sounds very much like a MAP sensor problem. Double check all the vac lines, make sure none are blocked especialy the ones to the ECU

I've checked the Map sensor connecting rubber horse and the cleaner box and found no leaks. Even i replaced the ECU, so the MAP sensor itself should not be problematic.
anything else should I need to check please?
