Engine Flooding?

I brought a project mini this week and after firing it up for the first time last night it instantly fell into some trouble..
Firstly it has a hif44 carb.
After starting it the engine idles fine, and it revs up okay, perhaps a little sluggish when you increase the throttle.
However, when you drop the revs fast the engine cuts out when returning to idle speed.
I also noticed it returns to idle okay if I lower the revs slowly.
So I'm pretty sure its flooding...? Maybe the float piston is getting stuck or not dropping quick enough? I think the dash pot needs cleaning out as the damping oil is as thick as treacle.
Any comment's on this? because I'm only really going of what I've read and my own instinct.
Perhaps some of you have had this issue before?
I'm going to whip it off tomorrow and clean it out see what happens, if all else fails I'll replace the needle and jet.
Thanks for your advice.
Tom.

sounds about right to me chap... replace the treacle with 10w40 oil (this is a good medium thickness and will give and all round smooth action)

Change that dashpot oil first I'd say.
As it's a new car to you, give it a good service. (Plugs, HT leads, dizzy cap and rotor arm, oil change, blah blah)
Oh. And welcome to TMF!!! (and pictures of the car???)

I call her "granny smith"
Thanks for the welcome, the main thing is to get it ready for a mot right now.
Had a good look at all the ignition and its all either new or reconditioned, i mean it fires perfectly.
The guy had it off the road for a few years and has slowly rebuilt it and chucked in the engine too, and im guessing he wouldn't go to all that trouble and not service it?
There's also a small problem with the alternator not sending a charge to the battery as well, but that is for another day haha, could be like opening pandoras box.
Well i'l clean it out tomorrow then and see how it goes.
Cheers guys

once u have it running spot on then use somethign thicker
i recon it may be a cracked rotor arm of cap or even a weak spark as these normall cause bad revs also check the float for water

If its a 998 then the hif44 may be a bit too much carb for it and you'll struggle to get it running nicely.
Everyone has their own ideas on dash pot oil, I use 2 stroke.
Don't set the car up and then change the dash pot oil, you'll have to reset everything you've done!!
Also if the cars been standing for a while then the petrol may have gone off?
As you say giving whipping the top off and cleaning the gunk off the piston can only help.
Just because the ignition is new don't assume its ok!!
Good luck

What engine is it?

Noo its a metro 1275cc, I didn't think hif44 fit on 998's?
And i made sure I chucked in some fresh juice.
If it still has a problem after i've cleaned it up i'l let you know.
To me it seems the most likely cause is flooding.

Have you popped a plug out yet, it may also be worth checking the choke mechanisam?

The HIf will fit a 998.

No haven't looked at a plug yet, that will be the next thing I look at if this fails.
The choke and throttle cables aren't linked up yet, just used them by hand but problem with cutting out still happened even with the engine running hot.
The previous guy rebuilt the carb but obviously didnt change the dash pot oil as its pretty much solid
