Heelboard Captive Nuts

I've replaced my sills, done almost all of the bodywork, and then I took off the rear subframe so I could repaint the underside of the boot floor.
As I expected, two of the bolts that go into the heel board snapped, and I have managed to get one out.
My problem is that on the other one, it look like the captive nut inside the heel board has broken loose and is spinning.
I have had a good dig around in the read bins and cant feel the mountings, so am I right in assuming that I need to open the sills to get to it?
It's the pass side top bolt.

Is this going to be painfull?

Yes thats how you get to the original nut. The other option is to weld a new nut directly into the heelboard.

....As I expected, two of the bolts that go into the heel board snapped, ....
If it was expected, why didnt you resolve this while the sills were off?
Anyway, its done now, so no point brooding on it.
Cut the remaining bolt and shove the remains into the sill, then carefully drill out the hole in the heel-board to the right size so that a replacement nut can be wedged into the hole. Screw a bolt in to protect the threads whilst welding, and once you are certain its sitting straight, carefully and thoroughly weld the nut to the surrounding heelboard.

This is the first time I've had the captive nut go though.
Thanks for the advice, may not be as bad as I thought then.

I had this happen to me. Its not too bad if you have got rid of the rear bins. I cut a hole in the sill inside the car right above the nuts, you can then just put a normal nut on, which is what i did. If you want a photo of it, just ask.

Here they are, anything else you just want to know just ask.
You will need to modify a spanner/make something to get in there as it is quite narrow
