I think it's safe never tried it, but instead of waxoyl&underseal why not use stonechip spray as it will give you a better finish.

Step away from the underseal and use some proper paint for the interior  - under seal is messy, a pain to clean up when you need to weld, carpets'll stick to it, and as it gets warm being on the bulkhead it'll only get stickier and runnier and messier.

I used smooth red Hammerite on Boris but didnt buy it specially i just happened to have it in ;)
I personally wouldnt use the treacly underseal waxoil stuff as i had a car it had been use on once(by a previous owner) and granted it hadnt rusted but what a Mess it was everywhere and i ended up covered in it trying to get it off !!!

Thats what i meant by stonechip spray, but i could,nt spell shutz
Also with the cheap underseal it will hold water on the inside off the car if used on floors, i found this out and took me about a day just to put my front floor righ,t as i ended up haveing to take it all off back to bare metal and painting it properly.

i was going to use some hammerite on it anyway (always do), i have treated the rust patch with some kurust (i think its called that), i will patch it with something maybe fibreglass. then i wanted to coat the interior bulkhead in something just to protect it other than paint... the stonechip stuff sounds good. i take it it kinda turns rubbery when cured?

a good coat of paint will protect it just as well as anything else. (as long as you've got rid of the rust, if not, its gonna come back through what ever you cover it in.
