something worth trying is replacing the speedo cable as when things do , wear and tear can "damage" the speedo cable and give you incorrect readings - however it wont make it 100% acurate - mines out by nearly 4mph and not for love nor money can i get it to read any closer !!!

Also check that the cable has no tight bends or kinks in it as this can effect the reading also .

Speedos always read about 10% out, ie the speedo shows a higher speed than the actual speed, might be an idea to change the dash lights for LED lights or new bulbs, or indeed check that they havn't falled out the back of the speedo housing like mine had >_<

You say the speedo is reading incorrectly by around 7 MPH. You did NOT say the needle was bouncing.

I do not agree that the cable will contribute to this problem. The cable is a fixed mechanical drive mechanism not subject to slip. It either works or doesn't. When the cable is failing, the needle may bounce badly as the cable sticks and slips, but it won't allow a steady, smooth low or high reading.

What is the odometer reading? Is it accurate or close to accurate? If the odometer is incrementing normally and accurately, the gauge is simply out of calibration. If the odometer has about the same incorrect percentage error as the speedometer, you may have a transmission with the wrong speedometer gears for your combination of final drive and tire size.
