I believe those Cibies are meant for use as spots and fogs rather than dip and main. Does it say what the dip angle and direction are?

Not necessarily, from what i've heard, they merely need to be symmetrical.And as far as I know they have to be in pairs

i don't think theres a problem as long as the lights are not dazzling other drivers. link above for the Road traffic act, theres some info on there.

You've looked up marker lamps though, which means side lights. Dipped beam headlamps are different. The rules for optional dipped beam headlamps are:
1. In the case of a vehicle with three or more wheels having a maximum speed exceeding 25 mph first used on or after 1st April 1991, two and not more than two may be fitted and the only requirements prescribed by these Regulations in respect of any which are fitted are-
(a) those specified in paragraphs 2©, 4, 7, 10 and 12(a) of Part I,
(b) that they are designed for a vehicle which is intended to be driven on the right-hand side of the road,
© that they form a matched pair, and
(d) that their electrical connections are such that not more than one pair of dipped-beam headlamps is capable of being illuminated at a time.
So you can fit another pair if you like, but you have to have a switch to select between the sets because using them both together isn't permitted. As I said.
