Would i have to get an IVA test when changing the front end of my car with a fiberglass flip front?

I doubt it but can't say you couldn't interpret the rules that way. Square it with your insurers first and seek the advice of your MoT tester about what he'd require, brace bars etc, to pass it. you may find your insurers want some sort of garage report anyway and if he says he'll be happy if you do X and Y he's also saying he will issue a test certificate.

In theory you should write to the DVLA and inform them too.

By fitting a flip front you are changing the front subframe mounting area, removing the inner wings (structural to support the wings, front panel etc) so in theory yes you should as you have altered the monocoque... However there is an argument that as you have not altered the floor pan and front bulkhead/cross member etc then the safetly cell/monocoque area is still intact therefore it should be ok?
This will come down to the person who deals with this at DVLA. I have not heard of one yet having to have an IVA for just a flip front so if this is the only mod then you MAY be ok.

ive flip fronted three minis and i followed Ethel's thoughts i told my insurer and had a MOT tester/engeneer to evaluate it and sign it off as safe and sound. ive never had an issue doing this. its pretty std practise these days any mot'er that has seen a fair few minis will of seen this before and will direct you in the right direction. i know brace bars are a absolute must tho!
