Accelerator Cable Broken?

1989 model

Throttle was sticking open on Friday, now I've got the problem where if I put my foot down, the pedal goes all floppy - the only way to return it is to push the accelerator cable back into the car. The spring on the carb appears to be functioning ok.

Here's a picture of where the cable goes through the bulkhead into the car:

I see the larger rubber thing is not pressed against the bulkhead - does this mean the inner cable is stretched and I require a new cable? Just thought I'd check before I order a new one ;)

If the cable is moving freely in the sleeve then do the following.
At the carb end, undo the cable on the carb, then pull the cable through till it takes up the slack. retighten.
Doesn't hurt to wedge something under the pedal so you know pedal is all the way up before adjusting.
Make sure the cable isn't that tight its keeping throttle open.

If its not moving freely fit a new cable.
