Installing A Roll Cage Without Safety Harness?

Hello,

I have been thinking about building a 4 point roll cage with usable rear seats similar to the Safety Devices one. My problem is I have heard that it is quite dangerous if you do not use a 5 point harness or wear a helmet as you could hit your head. If it was dangerous why would Safety Devices sell a cage that encourages the use of rear seats? (without the cross). So what are your takes on this? Is this a dangerous move on my part if I install this roll cage? Is foam padding enough to stop serious head injuries?

I'd never carry back seat passengers with a roll cage installed, even with FIA approved padding.
