WIRE BRUSH !!!!!!!!!!!! NOOOOOOOOOOO :)

Get a good D.A Sander and then some Nitromorse for the bits you cant get in to cleaned off with an old toothbrush.

boot, or boot-lid?

Boot lid I'd go with a soft flapper wheel, don't use a wire brush, you'll probably damage the metal more.

Why do you want to strip it back anyway?

Paint stripper wheel fits an electric drill. available at any good automotive paint supplier. Removes paint, polishes metal, does not leave gouges and works on uneven surfaces. so what more do you need?
