Radius Arm Bracket Bolt / Sub Frame Problem

Hi, i have a 1991 rover mini cooper that I am in the process of changing radius arms, adding adj suspension etc. After initially having problems fitting the radius arm bracket on the passenger side I have it all sorted (thanks to Dan and Irostoke for assistance).
My new problem is from fitting the drivers side as the top bolt of the radius arm wont screw in. The static bolt that was welded onto the subframe has come off and as its inaccessible I cant fit another bolt.
My guess is that I will now have to take off the rear subframe and fit a washer and bolt and then put back with the nut on the bracket side as opposed to the bolt. Unfortunately my garage is in a block and has no power and welding isnt currently an option.
Any suggestions or is my way of thinking the only way forward.
