Had both tower bolts removed from my 93 Rio to fit solid top mount and found that looking down through the holes the nearside was dead centre but the offside hole was several mm forward, far enough for the bolt not to line up with the thread with the new larger washer fitted.
I would have thought that both holes should be central through the towers?
I have found previously that the front mount (teardrop) on the nearside has 2 shims behind, but the offside has none.
Should I fit shims here to get the alignment at the tower??

Has the vehicle ever been involved in an accident ?

The tower bolts determine the position of the front subframe and not the front mounts.. If the towers are out of line ( or rather the subframe is ) I would be tempted to check ALL the mounts and check to make sure the front of the car is not twisted.

For the moment, you're going to need to support the engine and slaken off all the subframe mounts to get the towers back in position and once they are done, you can then proceed with the front rear mounts and then the front front mounts

Thanks.I have previously changed the rear mounts and teardrops as they were mostly debonded and I was just in the process of fitting the uprated tower mounts mainly to get the rubber sandwiched between the tower and subframe changed due to looking very tired when I discovered this problem.Dont know of any previous accident damage, but wouldn't rule it out.
I'll wait until next weekend and do as you suggest and see what happens.
Cheers.
