Quick question,........I'm trying to get Billy back to how he looked back in the days of Starskey and Hutch and Jim'll Fix It. He currently has a thin piece of wire stopping the boot from traveling to far...would this be original or what would I be looking for?

A piece of wire is standard, it has fittings crimped on each end but it is meant to be covered in a thin black plastic tube.
