When people or manufacturers say this car has x horsepower are they referring to power at the wheels or power at the crank. Is the same between car companies quoted figures, tuners and individuals?

I'd say they would generally give a figure at the fly or the crank, as this will obviously be bigger, and will look better.

Which, if measured whilst in the car, is an estimate. The power is measured at the wheels then they use a different feature on the dyno to try and measure the resistance in the gearbox and running gear, which they then use to calculate a flywheel figure.

I imagine for a major manufacturer they will just bench the engine on a jig while developing it. I know Ford do.
