Try insuring your mini with the location put down as lancashire. Where your vehicle is kept does not need to be the same as where it is registered. Also if your mini spends most of its time with you at uni then really it should be insured there. My astra is insured at my address at uni in nottingham which actually costs more than if it were insured at my parents house in shropshire. I did this as it says on most insurance documents 'where the vehicle is usually stored at night'.
Try admiral. You can put up your excess loads if you are willing to risk it. I have had to do this to get insurance on my astra after my insurance went up by £400 compared to last year for no reason >

(before any one says yes I have rung round to try and get a cheaper quote and no I can't get one)! Try adding a parent as a named driver and try getting fully comp insurance as sometimes it is cheaper than third party.
Just to let you know my first years insurance on a 1986, 998 cc, city e mini was £1153. This was third party fire and theft, had my mum on the policy, I was 17, a learner driver, was registered to my parents address in shropshire (A* area rating, safe as possible) and the only mod was an auto to manual conversion.
