As you have already bought the pump (what i can assume) I will give you a slightly less dismissive and more informative answer, SU carbs operate at about 3PSI to 3.5PSI.sooner rather than later id like to get my solid state fuel pump fitted, and id like to know what i should set the fuel pressure gauge at? also where is ideally best for me to place both of these items on the mini.

Why ??? Just use the ultra reliable mechanical pump - it works.
Well, until it fails and dumps petrol in the oil.
Had that, not fun.
As for pump, I got a 5psi one with NO regulator for a single HS4 (had twin hs2's when I fitted the pump) never had leaks or problems with it.

could a failing fuel pump cause excessive fuel consumption?
If its leaking fuel into the oil then yes. And if it is you better get it sorted quickly and change you oil and filter ASAP. Fuel will dilute oil alot until its no longer lubricating your engine properly.
