The fog light switch is fed by a blue wire from the headlights so you can only turn it on if they are.

YAY
after week's and week's i have managed to fix the problem well i had one of thoes wake up in the middle of the night things happen and i realised tho the fog light bulb was holding in the contact at the end may not have been touching and so i took the light apart and sure enough it was not touching so just bent that and its working fine
and have also fixed the switche light's
(same night) i had a funny thougt ..... hummm they are ment to have a wire to both sides of the switch to make the light on them work so maybe as i am pushing them in to the dash they are coming off so pulled them all out and had a look and sorted the wires so they are now all neat and tiday and they dont come off as i push them in
so all is sorted o and i forgot that i had to put the fuse back in the fuse box to make the fog light work lol so this problem is solved so thank you to everyone who helped
