1990 mini with 1275 metro engine (or is it 1300?)

Just bought this car as a non-runner. I know that the previous owner had the distributor out and that there is apparantly a loose clutch, so thought the first thing to check is the static timing. Engine turns over ok on the key so I know it's not seized, but I can't turn the thing over by hand no matter what I try!! I can't rock the car with it in gear as the clutch must be seized - pedal is solid and car rolls in gear without engine turning over. I thought with the plugs out I'd be able to turn it with the fan but I just can't get any movement at all and to cap it all the bottom pulley has been welded to the crankshaft so there's no nut on there that I can use.

Any hints or tips chaps?

Yes i have, that just spins the alternator pulley without moving the belt. I guess I could over tighten the fan belt and try it again.
