from what i can tell the wings need removing and needs to be welded.
I did this earlier last month and we never removed the wings at all.
Simply tin snipped the old scuttle off, rust treated and protected as much as we could get at whilst the scuttle was off and then welded the new scuttle in with tacks along the windscreen.
I got my uncle to get inside the wing with his welder the best he could and he welded the closing plate to the scuttle and wing as best he could, stick as much seam sealer and water proof sealer in there as you can get (making sure the area is bone dry before hand, locking in moisture would be disastrous). Pretty much what we did.
Hope this helps.

Hi there,i have got a rather serious rust hole in the scuttle pannel and was going to try and patch it up but since there is some other areas of rust on the rest of it thought it would be best to just replace the whole thing. have tryed searching already and from what i can tell the wings need removing and needs to be welded. i dont have a welder and wouldnt have a clue what to do with one if i did. does anyone have an idea of how much it would cost to have a new one fitted? would i need to go to a mini specialist of would any body shop be able to deal with it. alternitavely if anyone on here has done this befor and is interested in some extra cash that might be an option. thanks
yeah the best way to do this is remove the wings, like what has been said before, 9 times out of 10 the closure plates will be gone aswell & also the inner flinches & potentially the top dash rail. To do the work you are probably going to be looking at around £1500 with all the panels & paint.

Replacing the panel isn’t that hard you can take the wings off but there is also like a lip where they connect it is possible to bend the top of the wings out to take out the panel.
the problem is to do it you will need to remove the windscreen what will mean you may need new seals but if you have a lot of patchy rust on the scuttle chances are you may have rust under your seal on the windscreen so when you take it off you may find a lot more rust and it may turn in to a big job, just beware you may be better to just repair the rust with filler or take away the rust and weld a plate other the top. it just means the rust may come back in say a year or so but it’s not as costly at all.

my opinion would be to find a number of body-shop's who know classic cars and mini's and get some quotes.
