Engine Possibilities Under 130/140 Bhp

Im looking to buy a second mini and start myself a bit of a project!

However i have been tripped up at the first hurdle because the Swedish fun killers! Basically if you modify a car which includes a new engine the Bhp is limited to 20BHP per 100KG. So a mini weighs 6000 - 700KG (right?) so theoretically a max of 130 - 140 is "all" i can get away with).

Which begs my question, what do you guys reckon will get me there? I don't want to go fast, but id like to get to fast, fast!

Some possibilities,

A high spec, supercharged A - series

SC twin cam (could it need to be de-tuned)

Promotive kit (my preference (could it be de-tuned)

Swift engine (has been done a couple of times here in Sweden, so possible. Not the most powerful though is it? (and you need to alter the sub frame yourself?)

Cost isnt really important (well it is, ofcourse it is!) but ease is probably preferred

Any opinions well apprecieated!

What are you wanting to use the car for? will it just be a weekend/track day car? i personally would do i high spec A series as i believe in keeping the mini a mini and by taking out the A series engine is like removing its heart. On the other hand i have also looked at turbo and Supercharger kits, which keep the A series. Would you be able to do a turbo engine with variable boost controll and an ignition system such as megajolt with various maps on it depending on how ur going to use the car? as then you would be able to have the boost set to produce 130/140 bhp and then if you fancy taking it on a track adjust the boost or use an alternative map and have more BHP?

how about the d15 honda sohc engine? think there about 130ish bhp and the frames are relatively easy to buildTheres alos the 1.0 litre micra engine, this with 1.3 cams and 1.6 injectors and a turbo (and some ofther little jiggery pokerry) and there capable of an easy 130 brake.

I would be using the mini as my second car, no track days unfortunately (dont really have them here).

Having spoken to the person at the testing place for modified cars in my area he reckoned that a promotive kit would "probably" pass! Didnt fill me with much confidence to be fair. It all seems a bit wooly to be honest. People in the mini clubs here say i have no chance to MOT such a car, and they have opted for a swift conversion. While on the other hand I see lots and lots of old hot rod with huge engines which cant weigh more than a mini.

as instead of going through an expensive build with the a tiny bit of doubt in the back of my head that it wouldn't pass. I know there is a rear engined r1 mini knocking about the for sales here for almost a year that cant get an MOT. So i am seriously considering a 7 port head for my current spi (if thats possible?)
