Lower door
Rear 1/4 pannel
Anything within 30cm (1ft) of a subframe mounting point, suspension mount or such like will fail... So chances are Rear 1/4 is the one which it'll fail on

Is it surface rust/bubbling under the paint or is it rust holes? Providing there is no rust holes in a structural part of the car, such as close to suspension mounts or in the sills, then it should be OK, unless the MoT tester considers the jagged metal around a rust hole to be a sharp edge risk to pedestrians. Afew pictures would help us give a better idea.

Yup, if it is structural rust then it will fail, mine failed due to rust hole in sill 30 cm away from seat belt mounting point.

As already stated, excessive corrosion within 30cm of a load bearing point is a fail. The important part is assessing the corrosion to see if it has made a panel very thin. This is done by finger and thumb pressure or by tapping with the corrosion assessment tool (small plastic hammer) If either method results in a hole or the paneling is deemed not to be rigid then it is a fail. This is something which cannot always be seen on a photograph, although they will help.
If the corrosion on the door has resulted in a hole with sharp edges then it could quailfy as dangerous bodywork and fail.
This can be repaired with duct tape or similar for MOT purposes until you can undertake a decent repair.
