I have a 1998 mini rover the tire size is 175/50 r13...My question is can I put 205/50 r13 on the mini and will the car handle and turn the same as with the 175/50 r13...

No. Learn how the tyre sizes are described and you'll understand why.

175 is the width of the tread in millimetres.

50 is the height of the sidewall as a percentage of the width

13 is the diameter of the wheel that the tyre goes on.

205/50/13 tyres will fit on the rim but they are a lot larger diameter than the current tyres. You'll also make the usual problems with 175/50/13 tyres even worse if you fit a 205 tyre. They grip very well in the dry but the steering is very heavy, it'll tramline like crazy, it will put lots of strain on suspension and steering components, it'll aquaplane at the first sign of condensation on the road etc... And that's assuming that they will actually turn under the arch without hitting things.

145 70 12's ftw! or even better 165 70 10's

But yes all the above is true, widen the tread and you will most likely make the side wall higher. Would have though they would be abit to wide like knuckleing out abit .
