Hif44 Carb Choke Problem

I have a HIF44 carb fitted at the moment and although the choke cable is working fine, when I looked inside it wasn't actually doing anything.
I have had a problem with starting my car for months, where it won’t fire until the constant attempted starting actually gets the engine warm. Then once started itl be fine for 24hrs.
Its taken ages to work out what’s happening as there was petrol getting to the carb and sparks where all fine. But it makes sense that if the choke isnt working internally then that is my issue. Also car started after putting a little bit of fuel in the bores through the spark plug holes.
Question is how do I fix this? Can I buy a rebuild kit from somewhere? Any recommendations?
Also I am looking to turbo the engine in the summer, might be a stupid question but if I need a new sealed carb for that then any chance I can use it without the turbo for awhile?

The Hif choke is a very simple jet supplied through a rotary valve, just strip it & clean it. there is an O ring that could leak air in if it's perished.

Yes, a turbo will carb work - it does when the turbo isn't making boost after all. You can convert non turbo Hifs if you rebuild them with a Turbo service kit.

How hard is it to convert an HIF to one that can be used with a turbo and can you suggest a kit? Minispares?

And just to confirm, I could use these, put the carb on my current engine and then use it again when the turbo is fitted?
