No, that's the size of the tyres currently fitted to those wheels. The wheels are 4.5J x 12. To avoid making any modifications, get the same size and the same offset. You might be able to go up to 5J x 12 rims without modifications so long as you stick to 145 section tyres, but it honestly depends on the make and model of tyre and your individual car. Different tyres have different shoulder profiles, some are more square than others and will naturally pass closer to the panels, and all Minis are slightly different as the shells are all hand made.

the biggest you can have without cuting the arch is 5x12 but you would need ethir group 2 arches or special arches.
if you dont want arches you can get 4.5x12.

Any car with 12" wheels would normally have arches already, Special arches usually.

Get yourself a set of second hand standard 4.5" x 12", Rover minilites. They are always readily available, both here in the TMF classifieds or on Ebay, due to the amount of people selling them on because they are converting to 10" rims, 13" rims or just a different aftermarket style of alloy. Minilites give the classic mini look and style & look good on any mini. You can pick up as decent set with decent tyres for around the £100 mark, but be sure to look for those fitted with 165/60/12 tyres if possible, as they will give far better handling than your current 145/70/12 tyres. :D

thats the tyre size witch they use on 5x12 and 6x12.

Wheels... for a Mini you could fit from 10" upto 14" quite easily, and up to 17" with some pretty serious mods...

The width would have to be suitable to the tyre selected...

The tyres would have to be able to fit within the wheel arch ....

And the smaller wheels would have to fit over the brakes fitted.
