Laquering After Body Repair

Evenin Guys

Does anyone know if a 1989 Mini would have laquer applied as standard? I need to re-paint a body repair, I have the colour, but don't know if it should be laquered afterwards. The paint is shiny, but is that just cut and polished to get that shine??

an easy way to tell is by using around 2000 grit wet and dry paper and wet sand a tiny bit of the body, out of sight area is best but it can be machine polished if not out of sight, anyway if you wet sand and the paper/water turns the colour of the paint then theres no clear, if it goes white/cloudy then its got clearcoat/lacquer
