Not too hard project if you have a pillar/milling drill and can fabricate stuff easily.

Can show/explain what 'needs' to be done, just dont have the tools to do it myself!

I'm intrigued!!! Can you pm me a rough outline of what needs doing/ buying. We have a quality miller and lathe (non-cnc) and time served ex-BL toolmaker so are pretty good at most stuff.
