just put some paint on my upper front bulkhead and it looks very rippled? Is it possible to replace?

Replace the bulkhead or replace the paint??? A lot of the bulkheads have some minor panel distortion in them anyway. If you want to get rid of this then try skimming some filler over the affected areas.

If its the paint and its runs in the paint then flat back with some fine wet and dry then re coat.
