it'd have to be one hell of a quick mini to run 13s. i know JF's mini turbo was running very low 13's and it was at least 200bhp i reckon,0-60 probly about 4-5 seconds at a guess.

JF has quoted 0-60 of 4.1 seconds on his site! thats f'ing quick!!
