Please give your topic a title that quickly describes your problem. Just putting 'Help my Mini doesn't work' is useless to anyone trying to help.

You clearly have a short in the system, as the diconnected wire has melted. Stop connecting it before you do damage, you need to replace the melted wire, and trace along it's length to find where the fault is. Otherwise you are going to keep blowing that fuse, or start a fire.

All the stuff that doesn't work should not be related to a problem with that fuse. All it should be running is the sidelights. I'd suggest you have serious wiring problems and the condition of the wire you have disconnected is terrible. The car could be quite dangerous, I'd imagine a serious electrical fire is not far away. Start by tracing wires to see how much more is melted and replace any bad wiring.

I doubt it. They'll be a problem somewhere that caused the wire to melt, putting in a fresh wire won't fix the problem it will just melt again.
