whats the best way to get rid of the paint work looking like orange peel.

and how do you stop the car going like orange peel

if you want a more complex and time consuming job, just sand blast it then respray?

Virtually all spray will have a degree of orange peel. To get rid of it you will have to wet flat the car, I normally use 2000 grit wet & dry, try to use a block as much as possible & be very careful around edges/corners. Go very careful not to rub through, slow & steady is the key. You will then have to bring the shine back with a buffer. Some people recommend Farcela G3, I tend to use 3M fast cut followed but 3M fine cut. Then wash off, dry it & polish. Should come up nice.

can you do it to any paintwork. do you have to do anything to protect the paint afterwards?

You can do it with, 2k, cellulose & most Lacquers but you have to be very careful on how hard you rub it back & really helps to know how much paint has been put on. If someone has just given a car a light coat to tidy it up then you will rub through in seconds. I can't speak for rustoleum etc as I don't touch the stuff.
