He says that he has restored it and has put a photo of how it was orignally. But when you look at the picture is it not a forign numberplate?

Did you message the person advertising the car and ask for an explanation? They might be able to explain it all and be perfectly legit and above board. If that's the case, its a bit unfair to jeopardise their sale?
