I have replaced both side of my floors using the 9" repair panels from M Machine and now have bare metal on the edges and the original floor in the middle along with the original 4-5mm thick tar like stuff. I have removed some of it to weld the new panels.
My question is this - what is the tar like stuff, does it need to be on and if so where do I get it from.
Any help will be appreciated

The black tar like stuff is bitumen, it was used on the mini as sound deadening and to dampen vibrations in the panels.
It's not strictly necessary to replace it, however if you dont you'll notice increased noise and vibration in the cabin area when your driving along
Lot's of places sell sound deadening, try newton commercials, ebay, halfords (Dynamat) or you could use flash banding that you can get in any DIY store.

its spray on underseal or sheet .. do not try to grind it off ,jut sticks to the disk ,, you can get an eletric heat gun heat and scrape it off . or light head with a welding plant . you dont want the panels getting to hot . thats the only way of getting it off

You can get it in sticky back sheets from your local automotive paint shop.
