Tried to remove the wind screen wiper motor on my rover mini city E 1990.
I have undone nut on top and remove it from bracket but don't know how to pull cable out of end.

i took mine off by lifting the wiper blades off the screen (as you would to clean the windows) and just pulling the cable through. just do it slowly so that the wiper arms dont flick back because they will turn as you pull out the cable.

i think he means the worn screw connected to the wiper arms.

Also how do you remove the things on the scuttle panel?

It is more than undoing the big nut to the rack tube. WIth the nut to the tube loosened you remove the screws on the flat plate forming the top of the wiper motor. Lift the plate off and you will see a crank arm and a gear that drives it. Remove the crank arm so you can separate the wiper motor from the rack tube. That will you to remove the wiper motor once it's mounting bracket is removed. (This will make more sense once you remove the plate and/or look at the picture below).
Do you mean the wheelboxes? The things the wiper arms connect to? If so, you remove the wiper arms, then spray the nuts below them with penetrating oil and remove the nuts. With the nuts removed you press the wheelboxes down through the scuttle into the engine bay. Don't do that until you have removed the motor as the rack tube needs to move "down" along with the wheelboxes.
