I have a clutch that when I push it in it slowly releases back to normal position. So when shifting gears I have to give it a few seconds to come back out before I can go to the next gear. I've never really worked on too many clutches so not really sure what is going on. Anyone have any ideas?

I didn't even know where to start so I haven't checked anything, I haven't had much experience with clutches so you're already over my head. As for the Verto or Non, it's a standard 998 in an 85 Mayfair.

85 is Verto unless somebody's put an older engine in.
My first, simple, suggestion is to spray the clutch arm pivot with WD40.

Assuming no engine change to the older pre verto style. First do as suggested by Asahartz and spray wd40 or similar release oil around all moving external parts of the operating mechanism, and then while doing so, you will notice two large nuts on the end of the clutch release plunger that the operating arm goes into, you need to operate the clutch arm by hand (preferably with the pin removed from the operating arm. Move the arm out away from the engine until you feel the release bearing just touching the clutch. then the gap between the big chamfered nut and the casing should be approximately 6.5 mm. If it a lot more, this can be adjusted by undoing the thin outer nut, then turning the large nut to get the correct gap and re tighten the thin locknut back up without moving the large one.
