Treating Rust

On my clubman there is a lot of rust, but it's not damaged the panels to warrant replacing them, also (as per pic below) the panels with rust on are not possible to replace.

So my question is, what would people recommend the best way is to sort this?? I was planning on using a wire wheel on the grinder to remove the paint and any flaking rust, then paint with red oxide or that brown kurust/finnegans stuff. Unless anyone can suggest to me a better method??

if its just a quick fix then what you suggest is the way to go, if your doing a resto then have it blasted to remove all paint and surface corrosion
