if the car is what it say it is on the V5 you have no problem
also check if the number of seats is stated

It would have needed an IVA if it was done after the IVA rules were introduced, and SVA would have applied prior to that.

And prior to that nothing. But as the mods have never been declared, it does, as has been said, need an IVA to be 100% legal. It is not the job of an MOT tester to suggest that a car needs an IVA. It is the DVLA who decide. and they will only know when changes have been made when you tell them.
As it goes, I think that a shorty would be very easy to get through an IVA. If you kept everything inside and outside standard equipment, the only thing I think that would need some thought is the seatbelt mounts, and of course the actual shortening. All the rest, if standard, would pass as default.

The v5 has to be correct BUT if it was built prior to the SVA, then it should be ok but you would still need to inform the DVLA if the car is not as described on the V5 and also you would have to have proof that the car was built before the SVA was about.
DVLA could still issue a 'Q' plate even after all that time.
I'm not sure that this is the case. If it has not been correctly registered, then as far as the DVLA will be concerend the changes have only been completed when they have been informed. And also iirc, it is retrospective back to 1993.
