In Need Of Some Advice And A Welder

I have just started my mini project after deciding to take my mini off the road over the next year and give it a bit of TLC. The main reason for this is i knew that it was going to fail its mot on the rust around the sills. Basically im looking for a welder in swindon, wiltshire who would be able to weld the new panels on for me. Im fairly sure its new sills on both side and maybe a little more, but i would like to get most/all of the rust removed before it gets out of control. I will try and get some pictures up this weekend of the rust and if i would be able to get an idea on what restoration panels i will need to purchase and a ruff idea on the cost of labour. I have considered doing the welding myself but i dont know if this is something i want to be getting wrong as this is also my first proper project! Also when it come to preparing the panels... what i should be doing in this area.
