i would use a hole saw

what bungle says, i did it on a GRP dash and it turned up nice!

As Bungle said a hole saw is the tool for the job. I'd also add that it's a good idea to use a small amount of super glue to seal any edges you cut and save them from fraying.

Id use a dremmel and have done before, a hole saw will cause the carbon to fray and it goes sort of a whitey colour where its broken on the edge. Each to there own.

i'd use a combination of both of the suggestions - hole saw 1 size smaller than you need then use a dremel to enlarge the hole
