Its not really the paint but the amount of thinners you will need to put in to make it spray properly but then as soon as it hits the cold metal it will not dry as quickly as it should so it will be very difficult to do it without the paint running.
Best to get a space heater and warm things up or even a heat gun and thoroughly warm the panel (or whatever it is you are spraying) before attempting it.

In this weather celly will just bloom(unless you heat the garage)
You can use low temp activators for 2k but you'll need an air fed mask to paint it as its nasty stuff.
I'm not sure about synthetic paint though.

I'm painting my mini in celly now. I'm using 2 halogen heaters to heat the garage and get the panels warm.
Cold spraying won't be any good for celly.
Look at my Mayfair project thread to see my results out the gun.

if you are using celly you can use anti bloom thinners but you still need a minimum temperature.
if you close the garage door and put some heat in , you could use the genny and electric heater or even borrow/buy/steal a gas bottle heater the temp will soon rise enough then remove the source of heat and paint then again add some heat.
