Any tips on how to un-seize the brakes? The car will barely move at the moment.

Oh and I think it also will need tuning as you NEED to have the choke at at least and quarter to half way other wise the car goes to 800rpm then cuts out, will this be a tuning problem?

Which brakes are seized? Front or rear? Easy way to tell is to jack each wheel and try turning it by hand.
If the rears are seized then you can try loosening the adjustment screw on the rear of the drum and then pulling the hand brake on and off a few times to see if it loosens it. Failing that remove the outer cover of the drum brake and check everything inside.....or get a mobile mechanic to come over and check it for you if you are not confident about doing it yourself.

Are you a member of any local mini clubs? There must be someone who lives near by (ish) who can help you. Especially if your paying in tea or beer ;)

Local Mini Club? Never thought of that, genius! :D

And I have a suspicion it's the back drums, maybe handbrake related as it's really loose until about the fourth or fifth click.

Also when the recovery guy dropped it off, it wheel-span up the curb :P

Have you brought a Haynes manual yet for your mini? Taking the outer drum off of the rear brake assembly is a relatively simple job to do and the manual will show you how to do it and what tools you need too.
Nearly all minis have the same type of rear brakes and parts are usually quite cheap. You don't have to use big name mini specialist either for parts. Halfords and most motor factors stock parts which makes it a lot quicker to get your hands on the parts rather than waiting for deliveries to arrive
