Whats the deal with these things, are they necessary, optional, do they serve a purpose besides keeping it dry?
when i do my new steel front end, im going to be doing the vw mk2 headlight mod, trying to figure out if i need these or not and if so do i need the retaining kit and rim clamp
also is steel or plastic the way to go?

The minis headlamp bowl is a fundamental part of the headlamp system.
It holds all the adjusters and is used to fix the headlamp in place.
It isnt just there to keep things dry.
By "rim clamp" to you mean the outer chrome ring or the inner one ?
The outer one isnt a functional element of the headlamps i.e you can take it away any they dont wobble about. But without it I think your car would be classed as dangerous to pedesrians etc. You would need something else to cover up the screws and sharp edges.
The inner one is what holds your headlamp in place - so yes, that is required.
