Hs4 Take Off?

I'm converting my Viva to take an HS4 carb I had on my Mini years ago. I've modified the carb, spacers and Viva manifold so it all fits, but I don't know what this take off is for. Anyone know?

Thanks Ethel. I'll need to block that off then as the Viva take off is on the manifold.
