I have a problem that is getting worse. I turn the ignition and the engine turns over as it should. The engine starts to run then dies after less than a second. When u try again it does exactly the same. Eventually it starts and then the engine runs perfectly. No misfires and no fuel starvation noted when running. It has luminition halls chip ignition fitted, new spark plugs, is timed correctly.
I was thinking could be fuel pump, using what was in the float chamber then running out of fuel.
Has anybody else come across this or have any ideas for me.

I'm not familiar with the chip ignition you have fitted. For what it's worth, my thoughts are you need to decipher if it is fuel related or electrical. I don't think it's electrical, as it starts and runs, I'm therefore willing to agree it could be fuel related.
Could it be pushing though sediment that has settled somewhere on initial start up perhaps? Have you got a fuel filter.. is it dirty? Have you run the tank empty recently? If not is the bottom of the carb dirty? Is the fuel old? When was the last time the carb was serviced?

Check the earth leads, does it have a ballast resistor if so check the coil is getting 9 volts with the key in position 11.
+1 on that.
With the electronic ignition, it might be hard to measure the voltage. Can you tell us the wire colors going to each coil terminal?
