I currently have 12x6 wheels on my car and at 50mph it's at nearly 3000 revs. Is this normal and will changing my wheel size allow me to reduce my revs? The engine has plenty of power but the notice at 3000 revs is too loud!

10's increase acceleration a small amount, while 13's increase the top end.
The final drive is a mechanical set in the engine, its just you changing the wheel size that will have a physic affect on speed dependant on revs.

Smaller wheels would mean you need to rev more for the same speed.
eg
165/60/12 tyre is approx 1580mm circumferance , so for every turn you travel that far.
165/70/10 tyre is approx 1524mm circumferance,
So to travel same distance the 10" as to turn more times which means more revs.

All Mini tyres have pretty similar circumferences. If you want a cheap solution stick with the 12's and use Metro/Fiesta size tyres: 155/70/12's
