My Mini's Electric Fan Won't Kick In :( Help Please!

I have a 1997 Mini MPi. The electric fan just won't kick in no matter how hot the car is!
The car has not overheated but started bulbbling water out of the header tank when on tickover! I know there is no problem with the cooling system as when driving the Mini the car is fine and runs at normal temperature BUT when you tickover the car heats up the water (I pressume this is because the fan doesn't kick in) and spills the water out of the header tank!
I have not taken it to pieces yet so I can't tell you if I have / haven't got power to the fan, I will strip it down tomorrow!
My question to all you Mini experts is ; Is this a common problem on MPi's and if so is there something I should do first before taking it all to pieces? I.e Does the wiring in the wing corrode? Does the termostat control the electric fan fail often?
Any thoughts and knowledge that could be spread would be greatly appreciated!
Many thanks Mark

If that fails, unplug the connector for the electric fan (down LHS of rad) and connect to a 12V power supply to test directly

My mini has two fans one I the rad and one I the left wing next to the rad.
The one in the Wing never comes on. Is this the one you mean?

Had a new development tonight, I took said mini out today for around 7 miles! She heated up, started smoking but then the fan kicked in? It's the weirdest thing?
The only thing is, my mate has a MPi Mini and his electric fan runs on, even when the engine has been turned off! My fan came on, ran and as soon as I turned the engine off the fan cut out .... Am I right in thinking that this shouldn't of happened?
R1MiniMagic - Thanks for the advice! Any ideas on the new development's mate?
Tried unplugging the water temperature sensor on the thermostat housing to see if it comes on? (it should)
If that fails, unplug the connector for the electric fan (down LHS of rad) and connect to a 12V power supply to test directly
Mini Mad - You have had your question answered :) No crank driven fan, just electric

Thanks for all you help guys, I really appreciate it!
Thanks again, Mark

taking from rover workshop manual page 12
Ignition switch off
When the starter switch is turned off, the ECM will
keep the main relay energised for approximately 30
seconds while it drives the idle air control valve to its
power down position, ready for the next engine start.
The ECM monitors the engine coolant temperature
for a minimum of 2 minutes after the starter switch is
turned off.If the coolant temperature rises above a
certain limit, the ECM switches on the radiator fans.
Once the fans are running the ECM will not power
down until either the coolant temperature falls below
a certain limit or 8 minutes have elapsed since the
starter switch was turned off. If the coolant
temperature has not risen above the limit after 2
minutes, the ECM will power down.
also take a look at page 6 cooling system to make sure the stat is fitted as photo,
