to pass a mot, is any hole in the floor/ front flitch a fail?

Doubt it because they have holes in the floor from factory....usually filled with a rubber bung.

Rusty holes that will fail MOT are usually in structural areas....sills etc.

The guide is within a foot of a structural component, but it's down to the tester to use their judgement.
