hi all i have an mpi that wont start

when you turn the key the wipers go even tho there off and the fog lamp switch comes on

there engine turns over but wont fire up was drove home and all seemed fine went to start nxt day and have the above problem

ive cleaned fuses earths and the battery is fullys charged

any ideas what could be wrong
